Cheryl A. Hilvert 
was appointed to the Board to represent local governments in December 2002. Having served as the City Manager for the City of Montgomery for over a decade, Ms. Hilvert retired as the City Manager in October 2011. She continues to serve the City of Montgomery in an advisory capacity. Ms. Hilvert is member of the Senior Executive Institute Advisory Board and the Board of Directors for the Alliance for Innovation. Ms. Hilvert has been inducted into the Hall of Distinguished Alumni of Eastern Kentucky University and was named as a Woman of Achievement by the YMCA. The International City Management Association has also designated her as a Certified Public Manager. Ms. Hilvert has a Bachelor’s Degree in Political Science and a Master’s Degree in Public Administration from Eastern Kentucky University.
