Larry D. Burks, MPA, CED, ICMA-CM
Vice-Chairman of the Board, has served on the Board since January 2021 as a representative of businesses that own petroleum underground storage tanks. Since February 2018, Mr. Burks has been the Administrator of West Chester Township, a community of approximately 67,000 residents and 3,700 businesses located between Cincinnati and Dayton. As administrator, he oversees daily operations of the state’s largest township with an operational budget of more than $50 million and a staff of 270 people.

Mr. Burks earned a Bachelor of Science in Environmental Studies - Geography and Planning and a Master’s Degree in Public Administration - Public Management, both from the University of Nebraska Omaha. He is an International City/County Managers Association Credentialed Manager and holds a professional certificate in Economic and Community Development from NeighborWorks America. Burks has nearly 20 years of public service and his specific areas of expertise include conflict resolution, financial condition analysis, brownfields redevelopment, economic development, organizational leadership, and strategic planning.
